Public Consultation on Proposal for Special Speed Limit bye-Laws April 2021Dear Mr. Flanagan,I welcome the opportunity to make my views known on the revised Special Speed Limits in Dublin City. I support the extension of 30 km/h speed limits to a significant number of roads within Dublin City, but feel it may be inappropriate to concentrate 40 km/h proposals in the Clontarf areas. It would also be useful if the proposals included an evidence base of the impact of changes in speed limits in Dublin City over the last several years. I understand that before and after speed surveys, and preliminary crash data is available to the Local Authority.There appears to be no clear evidence provided for significant use of 40 km/h speed limits in areas of North-east Dublin and not elsewhere. It may be more appropriate to make greater use of 40 km/h speed limits on some heavily used commuter routes throughout the city, rather than than focusing on the Northeast area. A clear statement of intent from Road Safety and Roads Policing authorities as to their plans for speed enforcement and road safety education in tandem with changes in speed limits would be a useful addition. This does not appear in the accompanying documentation. Perhaps the Local Authority could work more closely with the Road Safety Authority to communicate clearly the message of driving at safe speeds, and with An Garda Siochána to ensure that theyprioritise speed enforcement in these areas.It is clear that funding is available from the Department of Transport for active travel that encourage road users to lower their speeds has increased. Such works may include carriageway and junction narrowing, trees and other planting, build-outs and other measures such as kerbside seating, or even play equipment that have been successful elsewhere in encouraging drivers to lower their speeds. It may be prudent to include such measures as part of the overall plan.
